Since 2001/9/11 the frequency, complexity and internationality of terrorist attacks has increased dramatically. The cells of modern terrorism are spread all over the world, unified by shared ideologies.

The coincidence of these constituent elements creates a unique threat and requires an efficient defense as well as innovative intellectual approaches and acting parameters.

As a result the Second International Security Conference focuses on the phenomenon of modern Terrorism and its countermeasures on an international and interdisciplinary level:

  • What are the sources, reasons and motives for modern terrorism?

  • How is modern terrorism structured and organized?

  • How does modern information technology build up the power and redundancy of terrorist groups?

  • What are the technological, political and cultural preventive measures and solutions and how efficient are they?

  • How to attain an efficient management of knowledge, a network between authorities and intelligence services and a further development of security technology?

  • How do local security authorities and emergency services react on large cases of damage?

  • How can business enterprises adapt to the new threat – according to their global activities? How can governments support this adaption?

Government representatives, diplomats, scientists and manager from Germany, EU, United States, Israel and Russia will discuss these and other questions – with the aim to work out solutions.

Organizers Profile

The Heinrich-Heine-University Düsseldorf is the center of the scientific area Düsseldorf. It encloses the following faculties with ca. 18.000 students:

  • Faculty of Mathematics and Natural Sciences
  • Faculty of Medicine

The Conference of Municipal Authorities (Deutscher Städtetag) is the largest municipal central organization in Germany. It encloses over 5.500 cities and communities with 51 million inhabitants.

The Working Group for Security in Economy (ASW e.V.) was founded by the central organizations of economy and the regional organizations for security in economy. It represents the security issues of economy in politics and administration and supports the cooperation between economy and government.

The International Policy Institute for Counter-Terrorism (ICT) Herzliya, Israel, is a research institute and think tank dedicated to developing innovative public policy solutions to international terrorism. The Policy Institute applies an integrated, solutions-oriented approach built on a foundation of real world and practical experience.

The Working Group Protection of Infrastructures (AKSIS) aims on the analysis of interdependences between information technology and the fields of traffic, energy, public finance, telecommunication, security services, economy and administration. It works out solutions for protection, reaction and interdisciplinary security management.
