Dr. Rudolf Adam is president of the Federal Academy for Security Policy in Berlin. Previously he worked in several positions for the Ministry of Foreign Affairs and has been vice-president of the Federal Intelligence Service from 2001 to 2004.

Daniel Bircher is manager of the risk management and information security field at Ernst Basler + Partner AG, Zollikon, Switzerland. He is member of the advisory board of the InfoSurance foundation and member of the International Institute for Strategic Studies (IISS). His field of activity are security policy, strategy development and population protection.

Besides he is co-chair of the Institute for Foreign and Security Policy, Düsseldorf. His academic focuses are comparative constitutional law, institutional law of the European Union, international protection of human rights and international commercial law.

James A. Russell

James A. Russell is a senior lecturer in the Department of National Security Affairs at the Naval Postgraduate School (NPS), Monterey, California. He is on loan to NPS from the Office of the Under Secretary of Defense for Policy, Department of Defense. At NPS, he is teaching courses in the Middle East security studies curriculum and performing sponsored research for a variety of U.S. government organizations.

Marc Sageman, MD, PhD

Dr. Marc Sageman is a clinical assistant professor at the University of Pennsylvania. From 1984 to 1991 he worked for the CIA. He published the study „Understanding Terror Networks“ and is consultant on terrorism to various government agencies.

Yael Shahar

Yael Shahar heads the database program at the International Policy Institute for Counter-Terrorism (ICT), Herzliya, Israel, and is responsible for the ICT Internet site. She designed the ICT terrorist connections database and the terrorist incidents database, used for tracking links between terrorist individuals, front companies, and organizations. She specializes in the study of technological trends, as applied to terrorism and cyber-terrorism, with a particular emphasis on infrastructure terrorism.

Peter Sharfman, PhD

Dr. Peter Sharfman is Director of Policy Analysis for The MITRE Corporation, a not-for-profit company that works primarily for the United States Government. He has contributed to MITRE technical support of a variety of government agencies in the intelligence community, focusing on the implications of information sharing policy issues.

Prof. Dr. Bassam Tibi

Prof. Dr. Bassam Tibi is Head of the Department for International Relations at the University of Göttingen and Research Associate at Harvard University/USA since 1988. Besides he is Visiting Professor for Islamic Studies at the University of St. Gallen/Switzerland. He published several books on Islam – translated into 13 languages.

Prof. Dr. Gabriel Weimann

Gabriel Weimann is a Full Professor of Communication at the Department of Communication at Haifa University, Israel. He spent the last year as a Senior Fellow at the United States Institute of Peace (USIP), Washington, DC. His research interests include the study of media effects, political campaigns, persuasion and influence, media and public opinion, modern terrorism and the mass media.

Dr. James J. Wirtz

Dr. James J. Wirtz is Chairman of the Department of National Security Affairs at the Naval Postgraduate School, Monterey California and a Senior Fellow at the Center for Security and Cooperation, Stanford University. He is the Section Chair of the Intelligence Studies Section of the International Studies Association and President of the International Security and Arms Control Section of the American Political Science Association. His most recent publication is “Balance of Power: Theory and Practice in the 21st Century”.

The International Policy Institute for Counter-Terrorism (ICT) Herzliya, Israel, is a research institute and think tank dedicated to developing innovative public policy solutions to international terrorism. The Working Group Protection of Infrastructures (AKSIS) aims on the analysis of interdependences between information technology and the fields of traffic, energy, public finance, telecommunication, security services, economy and administration. It works out solutions for protection, reaction and interdisciplinary security management.
