There are several ways for international students at Heinrich Heine University to obtain funding.

NRW grants for developing and transition countries and application form

STIBET (= Studienabschluss-Beihilfe): Allowance to help students complete their studies and application form. This is for international students with university entrance qualifications (=HZB) acquired abroad who are in the final phase of their studies.

Grants for which you can / have to apply before arriving in Düsseldorf

NRW (Nordrhein-Westfalen = North Rhine Westphalia) Middle East support programme for short stays of 3 months.
